The Urban Orlando Community Development District (“District”) is an independent local unit of special-purpose government created pursuant to and existing under the provisions of Chapter 190, Florida Statutes, as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.

A Community Development District (CDD) provides the "solution" to Florida’s need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents.

CDDs represent a major advancement in Florida’s effort to manage its growth effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community’s facilities.

The Board of Supervisors of the Urban Orlando Community Development District is seeking to fill a vacancy created by the recent resignation of long time Board member Kristen Chapman. The Board and District Staff would like to publicly recognize and thank Ms. Chapman for her years of service. Ms. Chapman’s service to the District and the Baldwin Park community has been invaluable and she will be missed. 

The Board is soliciting resumes from individuals who are interested in serving on the Board.  The recently vacated Seat 3 has a term through November 2026.  Under Florida law, applicants must be at least 18 years of age, a citizen of the United States, a legal resident of Florida and of the District, and must be registered to vote with the Orange County Supervisor of Elections.  When a vacancy arises in the midst of a term, the remaining Board is charged under Florida law with appointing an individual meeting these qualifications in its sole discretion and based on majority vote of the remaining Board.

As you may know, the District is a special purpose unit of local government established under Chapter 190 of the Florida Statutes for the purposes of constructing, acquiring, operating and maintaining public improvements within the community.  The Board is the governing body of the District and is comprised of five members who meet on a monthly basis. Additional information on the District, including the Board’s regular meeting schedule, can be found on the District’s website at www.urbanorlandocdd.org. Ability to regularly attend Board meetings in person will be an important factor considered by the Board when making an appointment.

The Board will review received submittals at its meeting on November 19th, 2025, at 8:30 am which will be held at 1913 Meeting Place, Orlando, Florida 32814. The Board invites those interested in serving to attend this meeting so that qualifications and interest may be discussed further as needed.
